In their own words

Ursula von der Leyen to France's business leaders: 10 trillion euros of private household savings are lying "idle", "paresseuse", lazy, in the French version. They are to be "put to work" for companies. Agreement "before the end of the year", if necessary without all 27 member states. On record in the official transcript SPEECH/26/1765.

  1. 1Run up debt In the Bundestag

    End of November 2026

    The federal government approves 203.7 billion euros of new debt.

    The 2027 budget has been tabled in the Bundestag since the September budget week: 203.7 billion euros of new debt. The federal government's interest burden is set to rise to 80.7 billion euros a year by 2030. It will be passed at the end of November and repaid from future taxes and levies.

  2. 2Digitise Planned

    December 2026

    The digital euro law is expected to be finalised.

    The Federal Ministry of Finance, verbatim: "pass the law for the digital euro by the end of the year". The draft contains a cap on how many digital euros you may hold. The number is not in the law. It will be set later.

  3. 3Identify Law

    24 December 2026

    Every EU state must provide the digital ID wallet.

    Regulation 2024/1183: for you, using it remains voluntary. The others are the ones being obliged: banks, payment services, energy suppliers and telecoms must accept the wallet from 24 December 2027 at the latest.

  4. 4Close the doors Law

    11 January 2027

    The door abroad is closing.

    EU banking directive CRD VI, Article 21c: banks outside the EU may no longer offer EU citizens new accounts or deposits without an EU branch. Grandfathering only for contracts concluded before 11 July 2026. That cut-off date has already passed.

  5. 5Limit Law

    July 10, 2027

    The EU cash regulation takes effect.

    Regulation 2024/1624: cash payments to merchants only up to 10,000 euros, mandatory ID from 3,000 euros. Cash deposits of more than 10,000 euros into your own account are automatically reported to the anti-money-laundering unit.

Karlsruhe hears the inheritance tax cases: allowances, tax rates, the valuation of your house (1 BvF 1/23 and 1 BvR 804/22). Heard, not yet decided.

10 July 2029

The EU interconnects all bank account registers, extended to securities accounts, crypto accounts and safe deposit boxes. Authorities receive "immediate and unfiltered access" (Directive 2024/1640, Article 16).

Not accused. Not convicted. Nobody even heard him.

A 70-year-old former Swiss colonel is placed on an EU sanctions list unanimously and without a hearing. The result: all accounts, cards and insurance policies blocked, in Switzerland too. His words: "I survived thanks to my neighbours. They brought me food." His case is pending at the European Court of Justice, with no decision before 2028.

Liability per safe deposit box, at most

A safe deposit box is not possession. It is a promise with a cap.

Break-in at the vault of a bank in Gelsenkirchen: more than 3,000 safe deposit boxes looted, damage running into the millions. Under the contract, the bank is liable for at most 10,300 euros per box. One pensioner lost more than 390,000 euros, the proceeds from selling her flat. 20 civil lawsuits have been filed, suspended until the expert report in November.

First the money was gone. The ruling came four years later.

Around 257 accounts and cards were frozen without a judge. They were released after days to weeks. A court found in 2024 that the freeze was unlawful and amounted to a seizure. The appeals court confirmed it unanimously on 16 January 2026.

Cyprus 2013, Italy 1992, Greece 2015, the 1952 Lastenausgleich levy. All democracies. All duly passed into law.
